The exception applied to a few units that continued to work entirely from the office, especially those delivering direct public services.

The district heads, Camat Tenjo and Camat Cigombong, explained that essential service units could not shift to remote work due to the nature of their duties.

“Kami tetap harus melayani masyarakat secara tatap muka, terutama unit pelayanan kependudukan dan kesehatan,” ujar salah satu camat, menegaskan prioritas pelayanan.

The decision contrasts with the provincial directive issued by the Bogor Governor’s office, which urged all non‑essential units to adopt WFH on Fridays.

The provincial directive, issued in early April, targeted 80 % of civil servants in non‑critical functions.

Local officials said the lack of compliance stemmed from logistical constraints, such as insufficient IT infrastructure in some sub‑units.

In addition, some supervisors expressed concerns that remote work could diminish service quality for citizens requiring in‑person assistance.

To address these concerns, the districts plan to conduct training sessions on digital service delivery and remote communication tools.

The training program will be held in May and will target heads of service units and human‑resource officers.

Meanwhile, the civil servants who remained in the office on Friday reported normal attendance and routine operations.

The attendance records showed a 95 % presence rate across the two districts, according to the human‑resource department.

The department also noted that overtime hours were minimal, indicating that workload was manageable without WFH.

Residents of Tenjo and Cigombong voiced mixed reactions, with some appreciating the continued face‑to‑face service.

Others, however, expressed disappointment, citing health concerns amid ongoing pandemic considerations.

“Saya berharap pemerintah daerah bisa mengoptimalkan WFH supaya kami tidak harus menunggu lama di kantor,” said a local entrepreneur.

The district council is scheduled to review the WFH policy in its next meeting, slated for early June.

The review will consider feedback from civil servants, service users, and the provincial oversight committee.

Experts from the University of Indonesia’s Public Policy Center note that successful WFH implementation requires clear guidelines, robust digital infrastructure, and change management.

They recommend phased adoption, starting with administrative units before expanding to service‑oriented departments.

The provincial government has pledged to allocate additional funds in the 2025 budget to accelerate digital transformation in local administrations.

If the districts meet the outlined milestones, full WFH compliance could be achieved by the end of the year.

For now, the Camat Tenjo reiterated the commitment to improve remote work capabilities while ensuring uninterrupted public services.

The Camat Cigombong added that the administration will monitor the situation closely and adjust policies as needed.

Overall, the Friday lapse highlights the challenges local governments face in balancing service delivery with modern work arrangements.
